Empowering
Communities for Improved Service Delivery: Induction
Training Program for DTCE
LEAD Pakistan
has developed and organized the Induction Training
Program as part of the knowledge management scheme
for the Devolution Trust for Community Empowerment (DTCE).
The program was implemented in December 2004, and
helped DTCE staff understand the vision, mission,
organizational culture and ethical values of DTCE as
well as LGO 2001 and CCB rules. The staff was
exposed to leadership and management concepts such
as negotiation/conflict resolution, gender sensitive
planning, communication/presentation skills, and
culture management. As follow-up of the program, it
is recommended that DTCE initiate requisite
institutional reforms and pursue long term capacity
development of the organization.

Essential Institutional Reform Operationalization
Program
In 2002, LEAD
Pakistan was commissioned by the Essential
Institutional Reform Operationalization Program (EIROP),
a project of UNDP managed by the Planning and
Development Department of the Government of North
West Frontier Province (NWFP), to build the capacity
of representatives of the NWFP Local Government to
fulfill their roles by exposing them to successful
initiatives taken by various tiers of district
governments in model districts outside NWFP.
The objective
of this exercise was to develop the vision and
professional capacity of the participants—including
24 Nazims, 24 Naib Nazims, and 24 District
Coordinating Officers (DCOs)—as key players in local
development and governance.
In keeping with
its emphasis on experiential learning, LEAD Pakistan
arranged three field visits to expose them to
exemplary cases of successful development and
devolution processes in four model districts. Case
studies highlighting initiatives and successful
projects implemented in the NGO sector were also
developed for use in the training module.

Government
of Pakistan / Asian Development Bank
Gender Reform
Action Plan
The Government of
Pakistan requested the Asian Development Bank for
technical assistance in preparing a Gender Reform
Program that would focus on improving the framework
of gender policies and to develop institutional
mechanisms dealing with gender issues. The first
phase of this program focused on the formation of
the Gender Reform Action Plan (GRAPs) for the
Ministry of Women’s Development (MoWD) and the Women
Development Department (WDD). The GRAPs is an agenda
for reform focusing on defined political and
administrative components. GRAP was designed to
include the package of actions, the implementation
of strategies and costs.
To facilitate this
the MOWD asked LEAD Pakistan to design a series of
trainings for government personnel in order raise
their understanding of this issue.
The five trainings in
the Gender Reform Program were prepared in
consultation with specialists in the subjects
covered as well as training techniques and
methodology from the extended LEAD family in
Pakistan. Separate modules were devised for each of
the five topics. These are:

3. Gender and
Development: Integrating in Projects and Programs
4. Negotiating
Skills
5. How to
Advocate the Gender Agenda at District Level (ToT)

Good
Governance
In collaboration with
the Liberal Forum Pakistan, LEAD Pakistan arranged a
dialogue to influence policy decisions towards
making the local administrative structure responsive
to the public’s needs. Different stakeholders,
including state functionaries and NGO
representatives, among others, were brought together
to discuss constraints in service provision, such as
registration of a Federal Investigation Report,
procurement of a National Identification Card,
guaranteeing of a safe electricity supply, and to
formulate strategies for addressing these issues and
moving towards a people-centered policy environment.

IUCN-SPCS
Partners Training Program
LEAD Pakistan
was commissioned in 1997 by IUCN-The World
Conservation Union (IUCN) to conduct Phase III of
the Sarhad Provincial Conservation Strategy (SPCS)
Partners’ Training Program. The program aimed at
building the institutional capacity of and imparting
leadership skills and managerial training to middle
management officers of the Government of NWFP,
within the specific context of SPCS, so that they
could incorporate sustainable development concerns
into the planning and implementation stages of the
provincial government’s policies and projects. The
project was conducted through five customized
modules that were developed after a comprehensive
training needs assessment and extensive research.
Following from the
success of this initiative, LEAD Pakistan was
contracted for Phase IV of the training project in
late 2002. In this phase, the project aimed to
develop and implement a more focused and targeted
capacity building program to enhance the skills and
understanding of key partners regarding sustainable
development. The target group included government
officials as well as NGOs and civil society
organizations. The assignment entailed the
development and delivery of three training modules,
the first for 90 participants in three different
sessions, the second to about 50 participants in two
sessions, and the third to 25 participants.

Ministry
of Women Development, Government of Pakistan
Gender
Sensitization for NGOs and CBOs
Pakistan has prepared
a National Plan of Action to implement its
commitments to institutionalise gender equity under
the Convention on Elimination of All Forms of
Discrimination Against Women. The Ministry of Women
Development, being the key implementer of the Plan,
continually reviews its implementation in
collaboration with UNDP. The Ministry engaged LEAD
Pakistan to conduct a workshop to facilitate such a
review while helping the participants learn about
the various perspectives on gender, its role in
social development, and its significance for civil
society organizations.
During the training,
LEAD Pakistan:
Obtained an overview of the gender sensitisation
process being undertaken by the Government of
Pakistan;
Imparted introductory knowledge on various
perspectives on Gender and Development and their
historical background;
Highlighted a common understanding of issues of
access and control over resources in the society,
focusing on the invisibility of female contribution
in daily activities and its economic significance;
Outlined various perspectives on development and the
role of civil society organizations; and
Discussed various thematic activities, such as
advocacy, lobbying, capacity building, networking,
and project management, from a gender perspective.

Rural Support Programme
Workshop on
Prevailing Financial, Legal and Regulatory
Environment with Special Reference to Rural Support
Programmes
LEAD Pakistan
conducted a workshop for the Punjab Rural Support
Programme (PRSP) in financial accounting and the
internal control environment, credit, the legal
environment, and sustainability issues. The training
workshop was intended for accountants, credit
control officers, and financial planners of PRSP.
