District Education
Plan for District Killa Saifullah in
Balochistan

LEAD Pakistan was
engaged by the Education Sector Reform Assistance (ESRA)
Program to develop a District Education Development
Plan for Killa Saifullah, Balochistan. In response
to LEAD’s proposal, ESRA agreed that the District
Education Development Plan would be evolved in
consultation with and with active participation of
key stakeholders to ensure vital ownership of the
plan and avoid other pitfalls experienced during
similar projects in the country. The key steps in
developing the District Education Development Plan (DEDP)
were:
Inception and initial dialogue with provincial and
district authorities to build a supportive
constituency;
Collection, review, collation, and processing and
analysis of secondary data;
Design and sharing of the methodological frame of
the process and identification of key stakeholders;
and
Reaching out to local people, interest groups and
education authorities through stakeholder’s
dialogues at district, tehsil and Union Council
levels.
