Talk21 on Lessons for Pakistan from Turkey-Armenia Water Agreement by Professor Saleem H. Ali and Mr. Mehmet Altingoz

In 1983, the USSR and Turkey jointly constructed a dam on the boundary Arpacay/Akhuryan River. They equally shared the water in the dam and primarily utilized it for irrigation, fishing, and domestic purposes. In 1991, when the USSR dissolved and many new countries came into existence, the Arpacay/Akhuryan dam remained between newly founded Armenia and Turkey. Despite the fact that Armenia and Turkey have a history of severe international conflicts and they have no diplomatic relations, the cooperation over the dam continued at the same level.

LEAD Pakistan is hosting an interactive session on “Lessons for Pakistan from Turkey-Armenia Water Agreement” as part of its LEADING Perspectives series on Managing Shared Basins. In this webinar, the guest speaker Professor Saleem Ali and Mr. Mehmet Altingoz, will discuss the principle reasons for the sustaining cooperation between Turkey and Armenia and the lessons learnt from this cooperation.

The talk will revolve around how this cooperation between Turkey and Armenia has been sustaining all these years, despite the disturbances. The presenters will give a short description of the regulatory and institutional frameworks that govern the management of the Arpacay/Akhuryan Dam, an analysis of the implementation framework and the effectiveness of the joint management.
