Managing Transboundary Basins: Exploring Benefit-sharing on Kabul River

Transboundary basins are constrained by complex social, economic and environmental processes which require decision making in a sophisticated framework involving many stakeholders. The transboundary Kabul River is no exception to such challenges where sensitive geopolitical relationships and an unconventional political order have arrested efforts for any cooperative water resources management system between Pakistan and Afghanistan. Benefit sharing is an innovative approach with strong prospects to facilitate cooperation between Pakistan and Afghanistan in areas of design and operation of infrastructure and knowledge sharing.

LEAD Pakistan is hosting a session on this important topic as part of its LEADING Perspectives series. Mr. Ashfaq Mahmood will share insights on the issue by presenting LEAD’s recent study on the ‘Prospects for Benefit Sharing and Investigating Cooperation over the Transboundary Kabul River’. Mr. Hassaan Khan will present systems analysis approach for benefit sharing being implemented for an ongoing project of LEAD Pakistan.

Mr. Hassaan Khan

Mr. Hassaan Khan is currently enrolled as a PhD candidate at University of Massachusetts Amherst. His research focuses on improving the robustness of water systems to change (climate, socioeconomic, policy) in the context of economics of water development alternatives. He is collaborating with LEAD Pakistan for development of systems analysis approach for benefit sharing on Kabul River.

Mr. Ashfaq Mahmood

Mr. Ashfaq Mahmood is a retired Federal Secretary who served as Secretary in several Ministries including Ministries of Water and Power. He was responsible for addressing international trans-boundary waters issues, interprovincial sharing of water and overseeing relevant institutions. He also led Pakistan’s team in the proceedings before the Neutral Expert for settling the dispute between the two countries in relation with the Baglihar Hydro Electric Plant. He is advisor for Water Program of LEAD Pakistan.
