What is CCDP (CBOs Capacity Development Project ) :: Approach and Methodology

The proposed project uses the following approach and methodology to address the community group’s capacity gaps and training needs assessment:

Area Scan:

The area scans will give demographic information of District Vehari, specifically Tehsils Vehari and Burewala. It will cover the statistics of households, total population, modes of livelihood, socio economic condition, cultural and religious belongings. Any sensitivities existing in the area will also be highlighted to support the planning of the project activities.

Besides that, any development work done in the area, by the past or present government or by any other agency will also be highlighted in the area scan. 

Skill gap and capacity assessment:

The project Team Leader and staff shall liaise with the PLAN staff to contact the 40 community forums. Initial visits will be conducted by Social Mobilizers. Village Assemblies will be held for the purpose of introducing LEAD staff as well as orienting the communities to our agenda in the field.  This initial ice breaking will lead to a GAP assessment, within the time of 8-10 weeks, after project initiation and the report will also incorporate a TNA.

Training needs analysis:

The report will identify and describe key capacity requirements of the communities, in terms of knowledge about different laws under which CBOs can be registered, as well as financial and programmatic management.  More specifically, once the priority issues have been determined, relevant capacity constraints will be identified. Following which, suggestions for minimum and optimum capacity levels required for formalizing and capacitating the CBOs will be outlined.

Village assemblies:

During the TNA exercise the procedure of village assembly will be adopted to extract the information from community groups.

Community Group selection:

For the baseline data collection of community groups by LEAD Pakistan, the social mobilizer will visit all the community groups (40 communities) and will collect the baseline information regarding the groups on a baseline data collection form. Once all the forms are filled out, information available in the forms will be evaluated accordingly and on the basis of that information only 15 active community groups will be selected for further collaboration and capacity building.

CBOs registration:

Facilitative workshop:  

The facilitative workshop will be conducted by LEAD Pakistan, in which the representatives (President and Secretary or any two members) will be invited to attend the workshop. In this workshop the Social Welfare Ordinance 1961 will be defined by LEAD Pakistan, In the same workshop officials from the CDD department will be invited who will give a briefing on the process of CBO registration. 

Registration of CBOs with CDD department:

The 15 community groups will be registered with the Community Development Department (CDD) as CBOs under Social Welfare Ordinance No. XLVI of 1961.

Case studies development:

Four case studies will be developed by the community groups prior to the delivery of training and module development. The same will be facilitated by LEAD Pakistan. It will used as a resource material by the trainer during the training delivery.

Module development:

On the basis of situation analysis and training need assessment, the needs identified in the report modules will be developed.

Trainings:

Training sessions will be delivered on the specific module for the capacity building of the newly registered CBOs. The training is designed in such a way that can be easily understood by men, women and children.  The trainings will be delivered in the local language (Urdu). From each CBO four members will participate i.e. president, secretary, woman and child. The total number of training sessions is 24. Each training session will be three days long and will be completed in 72 days. These sessions will cover the 1080 trainee participants. The first training session is expected to start on 1st December 2008 and will hopefully be completed by 4th March 2009.

Linkage building study:

The linkage building study will focus on the identification of Key Stakeholders; also based on research, consultations and meetings with relevant stakeholders, this report will identify the key stakeholders with whom linkages will be beneficial for the purposes of resource mobilization. This report will be prepared at the end of the TNA Gap assessment so that the linkages requirement can be clearly mapped and stakeholders identified.

Project Proposal Development:

After the training sessions the CBOs will be able to develop the project proposal based on their community needs. The proposals will reflect the real needs of the community development. During this process LEAD Pakistan will be mentoring the CBOs to ensure that a quality proposal is developed.

The same proposal will be discussed with the community by LEAD Pakistan and will be returned to the CBOs for further developments.

Floating of project proposals:

Once the project proposal is well-refined, based on the real community needs, it will be floated to the respective donor (s) for grants.

Best practices documentation:

It is expected that this project will bring positive changes in the communities, and will enable the community groups/ CBOs to resolve their problems in a better manner. 

At the end of the project all the best practices will be documented in the shape of case studies. After their editing the same will be shared with Plan Pakistan.
