Abdul Rahim Basit Khanli Qadir

MOL Pakistan Oil & Gas Co. B.V

Mr. Abdul Rahim Basit Khan is a graduate Civil Engineer with Masters in Environmental Engineering from Imperial College of Science, Technology and Medicine in London.  He started his career as an irrigation engineer in 1990 with a World Bank TATeam associated with Balochistan Minor Irrigation & Agriculture Development Project (BMIADP).  In 1994 he joined Balochistan Rural Support program (BRSP) as head of the Engineering Section. After his masters program, he worked for World Wide Fund for Nature-Pakistan, from 1995-2000, as Director Northern Areas and Environment Pollution Unit.  His work included development of legal, policy and implementation framework for sustainable resource use initiatives in Northern Areas in association with Forest & Wildlife Department, IUCN and AKRSP.  He also worked on urban and industrial pollution control projects and building the capacity of industry and other stakeholders for environmental management.  In March 2000 he joined Premier KUFPEC Pakistan B.V. and worked as Manager Environment & Community Relations.  He played a key role in the successful management of the first environmentally sensitive hydrocarbon exploration project in Khirthar National Park, Pakistan. The project was an international case study for employing pioneering environmental management techniques and stakeholder communication tools. The project also achieved ISO 14001 & Occupational Health and Safety Assessment Series (OSHAS) 18001 accreditation in July 2004.  Since August 2004 he has been an advisor to Premier Oil-India, based in New Delhi, regarding environmental management of petroleum exploration in tropical forests with sensitive primate species.  In April 2005, he started advising MOL Pakistan Oil & Gas Co. B.V. on the management of community relations and development portfolio.  He is an avid cyclist, a keen trekker and loves the outdoors.

Ali Qadir

The NetWork 

Mr. Ali Qadir has been working as an Executive Coordinator of The Network. Immediately before joining The Network, Mr Qadir worked at Aga Khan University, Karachi, providing strategic and managerial support to the President.  Prior to that, he worked in the secretariat of the Steering Committee on Higher Education, a high-level committee appointed by the President of Pakistan to develop an implementation plan for higher education reform. Before these assignments, Ali Qadir has been working in the development sector in Pakistan for almost a decade.  He has worked with local, national and international non-governmental organizations, primarily for social and environmental development, including at a grassroots level.  His work has increasingly focused on public policy analysis and advocacy, and he is the author of several reports and papers in this respect.  He has presented at numerous national and international conferences.4

Ali Tauqeer Sheikh

LEAD Pakistan

Mr. Ali Tauqeer Sheikh is the founding National Program Director of LEAD Pakistan since its inception in 1996. He specializes in institutional development, institutional reforms and in change management. He has vast experience in training and facilitating multi-disciplinary expert groups on policy planning, leadership development and conflict management. Mr Sheikh has studied at Quaid-e-Azam University Islamabad, Australian National University, Canberra, and University of Miami, Florida, from where he obtained Master’s degrees in International Relations and Strategic Studies. He has been a Fellow at the Institute of Soviet and East European Studies (ISEES) Miami; the International Institute of Strategic Studies (IISS) in London and the Rockefeller Foundation in New York. He has worked as Senior Research Fellow at the Institute of Strategic Studies, Islamabad and served as Editor of the quarterly journal, Strategic Studies. He has written extensively on issues of conflict resolution, international negotiations and international treaties in several professional journals as well as contributed to leading newspapers in the US, UK and Pakistan. He has contributed chapters to several books. Mr Sheikh serves on the Board of several nonprofit organizations and is member of various commissions and national committees dealing with environment and sustainable. Mr Sheikh also serves on the Board of United Nations’ Global Compact in Pakistan. He has been interviewed on several occasions by the national and foreign media on a range of environment and sustainable development issues.

Amjad Zafar Khan

LEAD Pakistan 

Mr. Amjad Zafar Khan is with LEAD Pakistan since 1999. He is currently the Manager (Project Development & IT). He is responsible for developing a range of projects related to leadership development, training, capacity building, fundraising, etc; management of local network; liaison with other LEAD programs; and management of LEADnet. He has a vast experience of financial and operational management in the private and autonomous government corporations. He has assisted in the policy formulation, planning, and operational management of public sector manufacturing units. Having specialized in cost benefit analysis for project evaluation, specially, in the area of macroeconomic modeling, he possesses in-depth knowledge of the latest budgetary monitoring techniques. He holds an MBA from Quaid-e-Azam University, a postgraduate diploma in computer-based Development Planning Techniques (DPT) from the Institute of Social Studies (ISS), The Hague, The Netherlands, and a Bachelor’s in Economics, Statistics, and Mathematics from the University of Punjab

Arshad Mehmood

Population Council

Dr. Arshad Mehmood is working as a director research at population council. His professional experience involves the  designing and implementation of Monitoring and Evaluation (M&E) System for National Commission for Human Development Programs (NCHD) including, Universal Primary Education (UPE), Literacy Centers (LC), Micro Enterprises Development (MED), Volunteerism and Community Development (VCD), Development of  Management Information System for different projects of Population Welfare Program, Compiling of Monthly, Quarterly and Annually Performance Reports for the Family Planning Activities in the Country, worked on several documents for the de-federalization of the Population Welfare Program “Provincial Portfolios. He has co authored innumerable publications based on population issues at national as well as international levels.  Dr. Mehmood holds several memberships, He is a member of Pakistan Society of Economists since 1991, Population Association of America and also Pakistan. Dr. Mehmood is a PhD in Sociology from the University of Southern California, Los Angeles, USA.

Azher Uddin Khan

National Environmental Consulting (NEC) Ltd. 

Mr. Azher Uddin Khan holds a M.Sc. in Human Settlement Development from the Asian Institute of Technology in Bangkok.  He holds a B.Sc. in City and Regional Planning from the University of Engineering and Technology, Lahore.  Currently, he is Managing Director of National Environmental Consulting (NEC) where he is responsible for project conceptualization, negotiations, coordination and technical supervision and environmental audits of various industries. He has broad experience in the management of teams and the coordination, supervision, and management of projects.  Mr. Khan is the leading environmental planner in the country in the discipline of environment and technology.  In the past, he has participated as a senior team member in three long-term, national-level, policy formulation projects.  Mr. Khan was involved in the National Reference for Infrastructure Standards, the National Human Settlement Policy, and the National Conservation Strategy (NCS).  After the completion of the NCS, he spent two and a half years in the implementation of community projects in the villages of Punjab.

Fayyaz Baqir

UNDP

Mr. Fayyaz Baqir is currently working as  Chief of UNDP’s Small Grants Programme Unit. Prior to this post, he has also worked as the Programme Officer in the Trust for Voluntary Organizations (TVO), as well as a Consultant for UNDP on issues pertaining to Afghanistan and the effect of war on its economy. Mr. Baqir also served as correspondent for the South-North News Agency, and the Cultural Affairs Specialist for the United States Information Service. He has taught at various universities in Pakistan and the United States. He completed his M.A (Hons) in Economics from Punjab University and M.Sc Economics from the University of Idaho.  He is a member of Local Government Advisory Board, and serves on Ministry of Environment’s Programme Steering Committee for Grass Roots Initiative and Programme Steering Committees of five Tehsil Municipal Administrations. He supported advocacy for adoption of National Shelter Policy. He facilitated the adoption of Islamabad Declaration on Environment by parliamentarians of all political parties in November 2003 and was awarded a shield by the President of Pakistan for his achievements.

Feryal Ali Gohar

United Nations

Ms. Feryal Ali Gohar is currently United Nations Goodwill Ambassador; member, Board of Trustees the Children’s Hospital in Lahore; Director of CINEMAYA Independent Films; Media Consultant for Development Communication; and National Coordinator of SAARC People’s Forum. Previously she was member jury of International Court of Women on Trafficking at Dhaka, Bangladesh. Ms Gauhar carries formal knowledge of Development Communications from various prestigious institutes of UK. She holds a Bachelors degree in Political Economics and communications development.

Jahanzeb Nazir Malik

ECOwatch

Mr. Jahanzeb Nazir Malik is a practising lawyer and environmental activist. He currently holds the presidentship of ECOwatch, which is a Non Government Organisation working for the protection and preservation of natural environment and public interest litigation. Mr. Jahanzeb is also the founder member of ECOwatch and secretary of Environmental Committee of Lahore Bar Association. His area of specialization is public interest litigation. He has represented ECOwatch in Environmental Protection Tribunal in more than 19 cases including Hospital Waste Management, Toxic Mineral Water and Environmental Hazards to Archaeological Assets. As member of committee formed by Environmental Protection Tribunal, he has also proposed a master plan for the protection of Lahore Fort and other historical sites in the vicinity from environmental hazards. At present, he is working on numerous projects especially related to water resources and World Heritage Sites of UNESCO. Mr. Jahanzeb represents ECOwatch on all national and international forums and is an eloquent speaker on environmental issues and public interest litigation.

Malik Amin Aslam

Ministry of Environment

Mr. Malik Amini Aslam is currently the Minster of State for Environment. Mr. Aslam has extensive research experience in the area of Climate Change and Clean Development Mechanisms (CDMs). He has several publications to his credit. He has also authored books on climate change related issues. Previously he has worked as a consultant for The World Bank and USAID. Mr. Aslam holds a Masters’ in Environmental Science from Oxford University and has also done his MBA in Special Finance from McGill University Canada.

Muhammad Imran Haider

ECOwatch

Mr. Muhammad Imran Haider is a renowned lawyer and environmental activist. He is one of the founding members of ECOwatch and has been serving as Chairman since its inception. He is also the president of Environmental Committee of Lahore Bar Association and secretary of Spiritual Committee of Lahore High Court Bar Association. Mr. Imran has been practicing civil, criminal and environmental law for more than 10 years and is specialising in Environmental Sciences from University of the Punjab. Mr. Imran has a diverse portfolio and has been involved in various social action programs and projects. He is also acting as the coordinator of Lahore Water Action Committee, which is a group of various NGOs and civil society organizations working against the privatization of WASA, Lahore. Mr. Imran is frequently invited on different forums to deliver lectures on environmental issues and laws. In his chairmanship, he has involved and influenced a number of lawyers, students, businessmen and policy makers to work for the betterment of environment.

Muhammad Usman Qazi

Cameos Consultants 

Mr. Muhammad Usman Qazi received his Bachelors degree in Engineering from the NED University of Engineering and Technology, Karachi. He went on to receive his Masters in Economics and the Management of Rural Development from the University of Manchester. Mr. Qazi is currently Training Manager with Cameos Consultants and works on the institutional development component of the Balochistan Irrigation Department, which is funded by the World Bank. His responsibilities in this role entail the preparation of a strategic plan for the human resource development of the department; supervision of a team of sectoral experts in the fields of civil engineering, economics, and community development; and the formulation of a strategy to select engineers for on-the-job training. Mr. Qazi has published a variety of reports and manuals on farmers’ training and community development.

Musharraf Rasool Cyan

Asian Development Bank (ADB) 

Mr. Musharraf Rasool Cyan is currently working as a Team Leader in Asian Development Bank (ADB) Decentralisation Support Programme since 2002. His current area of responsibilities is to provide technical advice to the senior executives and legislative members of the Federal and Provincial governments on matters relating to intergovernmental reforms and devolution, assist the national and provincial PSO Directors to facilitate high quality policy dialogues in support of devolution through the effective utilization of relevant ADB supported technical assistance and loan operations, prepare technical research papers on policy outcome areas supported by DSP and related ADB supported province public resource management, social sector and infrastructure lending. Review all relevant documentation relating to devolution, including specifically concerned with local government and intergovernmental relations, as may be produced by government agencies, Pakistan’s donor partners and public commentators. Coordinate the preparation of reports for the National Program Steering Committee. Previously he has also  worked as a consultant for UNICEF, IUCN, DfID, UNOPS, UNDP, GTZ, ADB. Mr. Cyan holds a Masters in Development Administration and Planning from University College London. He has several publications to his credit.

Omayma Khan

BP Pakistan Exploration and Production Inc. 

Ms. Omayma Khan is working as a senior professional in the field of community participation, development communication and environmental conservation. She has vast experience working with international and national private and voluntary sector organizations. Presently she is associated with a multinational company from energy sector as Corporate Social Responsibility professional.

Pervez Tahir

Planning Commission Government of Pakistan 

Dr. Pervez Tahir is the senior most officer of the Economists Group and the Chief Economist of planning commission. Dr. Tahir has served in various capacities in Ministry of Finance, Planning and Development Division and economic affairs division. Dr. Pervez holds a Ph.D in Economics from the prestigious Cambridge University. Earlier he got an M.A in Economics from the University of Colorado at Boulder, USA. He has also been a lecturer in Economics at Government College, Lahore in 1971-72 and visiting faculty at the Quaid- e -Azam University, Islamabad in 1974-76. Cambridge University awarded him the Joan Robinson Memorial Lectureship at the Faculty of Economics and Politics in 1990. Author of numerous articles on economics and human development, he has written two  books, the better known being the Economic and Social Thinking of Quaid- e – Azam. His recent international publications include contributions to the book, Keyenes, Post-Keynesianism and Political Economy published by Routledge of London and contribution to the inter-regional Debt Management Conference, brought out by the United Nations.

Q. Isa Daudpota

Freelance Consultant 

Dr. Q. Isa Daudpota has an undergraduate in Electronic Engineering from Southampton University and a PhD in Physics from Edinburgh University.  He has taught at Edinburgh and Sindh Universities and done research in Computational Applied Mathematics at NASA in the USA.  He was the founding Project Director of the Sustainable Development Networking Programme that popularized the Internet in Pakistan in the early 90s.  He has been on the planning teams of the GIK Institute and the Beacon house National University. He writes on science, environment, education and information technology. He is currently unemployed and is found reading interesting books.

Shafaq Masud

LEAD Pakistan 

Ms. Shafaq Masud is working as a Young Professional Officer and is providing assistance in Cohort Trainings, module development. She joined LEAD Pakistan as an intern and her sphere of responsibilities were to assist in Module development and research for EMS case studies. Ms. Masud holds a Masters’ in Environmental Sciences from Fatima Jinnah Women University. Earlier she was appointed as a Teaching Assistant at the university and was assisting in designing and formulating formal assignments, quizzes mid and final term papers covering subjects relating to Environmental Microbiology, Bioremediation and Biodegradation, Environmental Impact Assessment and Environmental Chemistry.

Shahid Ahmed

Pakistan Agricultural Research Council (PARC) 

Dr. Shahid Ahmad is presently working as Chief Scientific Officer/Senior Director (Water Resources) in the Natural Resources Division of the Pakistan Agricultural Research Council (PARC), Islamabad. He holds a Ph D. in Agricultural Engineering with specialization in the area of Water Management. He started his career in early 1975 as Consulting Engineer with the Colorado State University Field Team, where pioneering research was conducted in water management leading towards the establishment of On-Farm Water Management Programme in the country. During mid-1976, he joined PARC and contributed in initiating National Programme on “Consumptive Use of Water”. Later on in 1981, he initiated research programmes in the area of Land and Water Resources as a Founding Director. Afterwards, he contributed in the development of the Water Resources Research Institute at the National Agricultural Research Centre, where pioneering work on high efficiency irrigation systems, water management for Barani, mountainous and Rod-Kohi areas, soil and water conservation and renewable energy resources was accomplished. He also contributed significantly in the establishment of Space Informatics laboratory with facility in the area of Geographic Information Systems (GIS), Image Processing and Remote Sensing (RS). He was also able to develop a trained team of GIS/RS experts, who is now actively engaged in the development of integrated database development, Water Informatics and On-job Trainings.  Recently, he led the Team who formulated the draft IWRM Policy for the Balochistan province of Pakistan, which is also the first IWRM Policy in the country. He holds experience in short-term assignments with number of international institutions including the CG system and the other international agencies and UN institutions. He had over 230 publications in research journals, national/international proceedings, books/manuals and reports. He is a member of number of national/international Committees, Boards and Panels engaged in research, development and education related to water. He has also participated in a number of international meetings, conferences and workshops in the area of water management and space informatics.

Shahid Husain

Consultant

Mr. Shahid Husain has worked as an employee for Government of Pakistan since 2001. He has also worked as a Chairman Agricultural Prices Commission (Isb.); Secretary, Ministry of Water & Power; Chief Secretary, Government of Balochistan ; and also has worked in United Nations organization for coordinating humanitarian assistance (UNOCHA). Currently he is enrolled as an advocate of the Lahore High Court. Mr. Ahmed has contributed several articles on various issue  particularly on water, power, agriculture and politics including current national and international issues in local newspapers like Dawn, Business Recorder and The News .  He is also a member of Islamabad Bar Association and FST Lawyers Association. Mr. Ahmed holds a Masters in Defence & Strategic Studies, Quaid-e-Azam University and MA in Economics from the University of Sindh.

Sofia Noreen

Center for Policy & Development Alternatives 

Ms. Noreen works as the Executive Director at the Center for Policy & Development Alternatives. Previously she was associated with the Church World Services, an international organization, as Location Manager of the Lahore office, where she was responsible for coordinating capacity-building programs for other NGOs/CBOs and civil society organizations. She also held coordinator and management positions in a number of projects of the Aurat Publication and Information Service Foundation. Her duties at Aurat included conducting research and disseminating information on environmental issues. She herself was responsible for developing a variety of materials on the environment, including booklets, pamphlets, articles, papers, and games. She also helped in the preparation of environmentally-friendly techniques for a weekly broadcast entitled Agricultural Technologies for Rural Women. Ms. Noreen has received extensive training in environmental issues. These comprise training in waste and wastewater management; in environmental impact assessment; in environmental education in Asian countries; and in production of low cost training materials for the rural sector in South Asia. Ms Noreen holds a Masters in Zoology from the University of Punjab, where she conducted research on the effect of pesticides on store grain and pests’ resistance systems. 

Talat Anwar

Centre for Research on Poverty Reduction and Income Distribution (CRPRID) 

Dr. Talat Anwar is currently working as a Senior Specialist on Income Distribution at the UNDP/Centre for Research on Poverty Reduction and Income Distribution. He earlier worked as a Senior Economist for Povertry Alleviation at the UNDP/CRPRID. Dr. Anwar has more than 19 years research experience in the area of Macroeconomic Policy, Development Economics and International Economics. He has been actively participating in the international conferences and thus presented papers at Australia South Asia Research Centre, Australian National University, Canberra, United Nations University, World Institute for Development Economics Research (WIDER), Helsinki, Finland and Asian Development Bank Institute, Tokyo, Japan. Dr. Anwar has done his PhD in Economics; with a focus on Poverty and Income Distribution in Pakistan from University of Sussex, Brighton, UK.

Waqar Ahmed

Water & Power Development Authority (WAPDA) 

Waqar Ahmad Khan has been educated in UET, Peshawar; UMIST, Manchester and LUMS, Lahore, in the fields of engineering and management. He has been working as professional engineer in WAPDA for about 13 years. Currently he is working at WAPDA headquarters on trying to understand and improve organizational structure, processes and Human Resource Management practices.

Zafarullah Khan

Center for Citizens Education 

Mr. Zafarullah Khan currently heads the Center for Citizens Education, a national NGO working for creating political and legal awarness amongst the masses. Mr. Khan has previously been associated with various civil Society initiatives in both professional and voluntary capacity. Mr. Khan holds a masters degree in media and communication from London School of Economics, United Kingdom. Mr. Khan is the founding president of Green Press Pakistan (1992-1999). He launched country’s first social sector feature agency GreenWire and was among the pioneers of Internet based radio, Green Radio. He worked for country’s leading newspapers and magazines. Mr. Khan has worked with LEAD-Pakistan as a communication consultant.
